normally chlorinated tapwater is OK for small (less than 50%) WC's....heavily chlorinated may be more of an issue... not that I have found though..... i used to do up to 100gal at a time on the ray tank, straight off the garden tap. I would avoid cleaning the filter in tap water though...

Acrylic generally needs to be thicker than the glass equivalent fort he size as it lacks the rigidity of glass for 75cm deep glass would need to be 10-12mm minimum, suggesting 15mm acrylic as a starting point, ( but please don't take my word for it) top needs to be a sheet with cut outs rather...

all freshwater rays are venomous and a 6x2x2 is a minimum size for even the smaller rays. everything in your tank is on the menu as nothing is big enough to escape at night

the ph wont bother the discus...... Ive had it down to less than 3 before now...... ammonia is another problem entirely... no food until it is sorted no more than 20% water change at a time & no more than 2 a day untill it gets back to about normal... wherever that si for you.

the striped hypan♦... are very hard to tell apart because of the variation in patterns. If you can get a pic with fins erect & dentition there is a better chance of correct ID
