75 gallon wide made of acrylic. I don't have a python so lifting buckets for a 210 gallon would sap all the fun out of fish keeping. Its a nice size to stock with plenty of options. Acrylic because its so much lighter than glass and apparently clearer (plus comes with a longer guarantee I think).

If the 20 gallon had no fish in, its likely that the bacteria would have died off. So you probably wont be able to instantly add fish as there would be no bacteria alive to convert the waste. Have you asked your friend what sort of fish they would like/tank theme? If so what did they say.

Definately won't work. The convicts will own the tank, the green terror will be placid until it reaches 6"-7" then it 'snaps' and justifices the word 'terror' in its name. Salvini's can also be hit and miss, they have the teeth to back it up as well. The plec might get mauled as well. If...

A plec will just add to the bioload and thats not going to end well in this tank. The most likely plec you will encounter (common or sailfin) can grow bigger than the oscar.
