Post your equipment info (especially wattage) for what is running now and for what is not (specify), I can work out a good approximation of the cost (if you haven't already).
 
Its the same as my tank, so I believe its a 100w heater, and the Interpet PF1 Filter. Oh and the bulb, which is 15w.
 
So that's good news, now i just have to be patient which is very hard lol. Mind you i think its harder for you guys to be patient with me the amount i'm going on :D
 
7 W filter * on for 24 hours per day * 30 days in a month = 5040 watts
100 W heater (isn't that a bit large for a tank this size?) * 5 hours * 30 days = 15000 W

(..note that 5 hours is an estimate from my experience, and most likely an overestimate.)

So, lets estimate the total at 20000 W for both of the above, which is 20 kWh and according to British Gas's most expensive electricity only tariff[1] is £2.69 per month.

And to add lighting for after cycling is done..
15 W * 10 hours * 30 days = 4500 W

So then, the total would be about 25 kWh for everything, which would be about £3.36 per month.

No, it's 30p including the lights, which I also find very low. Is that definately right KK? I'm thinking you should be multiplying that by 10 somewhere?

That sounded suspiciously low to me too, but mostly because I thought I was paying about 35c per kWh.. if there is a mistake, it would be on British Gas's website. Just check your electricity bill to see what you pay per kWh.
 
It makes one hell of a lot more sense if I assume the electricity estimates by British Gas were per year, not per month. Calculations updated!

Ok i have a confession to make, i have been looking at my tube next to my light in my last week of tests. I think this made it look a lighter shade of green than it actually was. Please see my updated results in normal light my tube is actually still at 4ppm :(
 
OK, let's run through some of this stuff again:

What are your tap water parameters (ammonia, pH, nitrite, nitrate)?

Did you change out some of filter media and if so, which day of the cycle?

What types of materials are the media now?

Has the pH stayed at 7.8?

Have we tried a water change at any point so far and if so, when?

What is the turnover rate of the filter?

How much are you leaving your light on and does it shine on the filter media?

Have you tried to talk with the lab people of your water authority to find out if they know of anything unusual? (and do they use chloramine or chlorine?)

What conditioner did you use to remove the chlorine/chloramine from the initial tap water?

Are you certain your API kit is a freshwater kit and is not out of date?

The water from the tap was not boiled or treated (eg. house softening system), right?

Are you certain the ammonia is pure and has no additives?

ps. I'm beginning to think it is too long with no ammonia drop and we may need to try a water change just as something to do but let's discuss the above things first.

After the first week i removed the carbon filter media and added the water polish sponge

What types of materials are the media now?
The white sponge that comes with it and the white water polish sponge

Has the pH stayed at 7.8?
The PH has been at 7.8 and above

Have we tried a water change at any point so far and if so, when?
No water change has been made, about 10 days ago some water had evaporated so i topped up the tank!

What is the turnover rate of the filter?
I don't understand the question sorry

My light is on about an hour a day, my filter media is inside the filten inside the tank, i dont know if the light will get to it?

The API kit is freshwater and not out of date

Not boiled or treated! just cold water!

It is the boots household Ammonia i am pretty sure it is pure
