I have conga tetras and they have been responsible for a couple of fishy deaths in my tank. They don't actually attack the other fish but they swim around very fast, especially at feeding time or when 2 males are scrapping and they hit the other fish side on. :(

Make sure you have a back up plan if you put other fish in with him. My Betta won't even tolerate shrimp in his tank.

I have a guppy display tank with 7 male guppies in, they do this to each other all the time. I think it is guppy courting behaviour! In the absence of females any fish will do. :S

You could also put on a box filter which is run by an air pump. They hold quite a lot of filter media and do a good job without much current.
