Usualy no one would want sick fishies, its not guaranteed that they'll recover. But I suggest you treat them (dont abandon any), they might just come around. As for your plants, you can just wash them in tap water, I think... And for cycling, you gotta make a choice, fishless cycle is better...

You can probably use the 30G tank as a heavily planted tank. 30G is enough for a variety of plants. You can keep quite a bit of tetras in your 30G tank too. Tetras in planted tank = eyecandy (in my opinion...) Tetras are quite cheap and common. A 10G tank can be used as a quaratine/hospital...

Make sure the babies are safe, careful with the intake tube also, you dont want them to get sucked in through the propeller (rarely any survives). Make sure you dont have too much turbulence in the tank (reduce the water flow, etc), better to conserve the babies' strength. Watch out for water...

Sounds painful. Maybe use like an airstone of some sort, or an internal filter that runs on air pumps? Ones that doesnt create a lot of turbulence. and maybe fill the tank water half way or lower so the guppy wont have to swim a long way up for air/food etc. I have no idea what else you can...
