I do believe that is most certainly not normal....

Does it seem fluffy?
Is your tank filtered?
How often do you do water changes?
How long has he had this?

my tank is filtered properly and i found him with this two nights ago but it was only a very small patch but it has got alot bigger now and i am very worried about him :S i do water changes once amonth 1/3 of the water and no he doesn't seem very fluffy but at the grey bit towards the bottom were his fins are inbetween he has a sort of skeletal feture :S it lookes liek grey bones sticking out?.....

I would treat with a bacterial medication.
As you say it is not fluffy so this leads me to believe that it is not fungal.
I would also suggest isolating him if you could.

yes i can in the last couple of hours i have been setting up an aquarium for him and do you recommmend any type of medication in particular ?

Where-ish are you located? This will help with suggesting medication.

i live in the UK lol i dont no weather you know birmingham lol you live in the US dont you lol if you can help feel free :S

and do you think after this if i can clear him back up to normal do you think he will be ok for breeding because befor this thing on him came on i was just about to breed him... so do you think he will be alright for breeding if i can clear it up?

You are not doing enough water changes, by any means. On my 15 and 30 gallons, I do 50% water changes weekly. On my divided 10 gallon, which contains my 2 males, I do 75% to 100% per week. And they are all filtered tanks.

How large a tank is he in?

He will be very weakened by the illness. And spawning is very stressful on bettas. I wouldn't breed him for a good month or two after he's proven to be 100% healthy.

i think if you could do a 30% water change weekly or a 75% water change every 2 weeks.Looks like body fungus.I live near birmingham and there are alot of shops that sell king british products.Theres a good shop thats decently priced in birmingham but cant name it on here,Pm if you want the name :good:
