as long as there is agitation (rippling) on the waters surface then it will be fine without it, check that the venturi (the valve bit) isnt clogged using a needle, make sure it isnt submerged or turned off if the lid of the filter is just out of the water the slot in the side of the venturi...

cool im glad i could help, i only thought of led's due to your low power requirements, and the fact that they are also readily cheaply available, yes your right they do have a narrow wavelength but bear in mind that thet isnt the ONLY wavelengths you will be getting hence my little disclaimer...

depends on intensity needed and the accuracy of the wavelength (if you ONLY require that wavelength then none of the following will be of much use but if you after something that covers those wavelengths then hope this helps) have you thought L.E.D's you can pick up just for example This from...
