there is a so called rule of 1" of (adult) fish per gallon of water
this however is only aimed at fish that dont get deep bodied and don't get over 3" long.
for instance you could not keep a 12" fish in 12 gallons of water.

basicly in your small tank you are limited to small fish and, depending on surface area, a small number of those.

do a forum search for "size list" and have a look at the small (under 1.5") tetras, rasboras, danios etc.

Your tank is 19 US gallons so that's 19 inches of adult fish in the beginning. After 6 months once it's matured you can add a few more but don't go overboard. Better to be understocked with healthy fish than over stocked with unhealthy ones.

I'd go with a school of pygmy cories. A school or 2 of 2 other species (rasboras, tetras, platys, guppies) and maybe a feature gourami. Get a good book. Research eventual adult sizes well. And dont be tempted to overstock. Good luck :good:

PS Please fishless cycle tank b4 adding fish. Follow link in my signature.

the "rule of fish" is concerning the adult size of the fish - and i beleive (correct if wrong) but relates to using the U.S gallon as opposed to that of the u.K gallon
just my 2 pennys worth - :)

I DEFINATELY agree with seth

stressful for the fish primarily but then also us humans cos then we fly around like headless chickens trying to sort out the problems of over-stocking!!
