They're absolutely fine on there own...I mean there should hopefully be no problems keeping 3 to full size, but they'll put a lot of stress on your filter if you keep them all. Plus as you said you want a group of neons or something.
If your tap is 20ppm then 40ppm isn't that bad to be honest. But I would still be aiming to get it to 30ppm.
As for the background, you could see if it can get out on it's own, but even if he gets out without help, that hole will need sealing.
