I’ve had my crown tail for 2 years & this is the first I’ve seen on any illness. Have moved to new area with different type water; no issues at previous house. Changed his water regularly but now can’t seem to keep him up. I’ve added heater & salt to current tank. He’s not super mopey & has never been an overeater. Need help determining whether fin rot or ich so he can get back to his normal grumpy faced self.

Have you tested his tank water for ammonia, nitrite, nitrate, pH and GH?
If yes, what are the results in numbers?

Did he used to have white marks and patches on his body and fins, and the red face?
 
It looks like there might be some fungus on him.
Can you test your water and tell us the exact parameters? How big is your aquarium? What is the temperature in the tank?

He has always had the red face & white along his spine; he has never been uniformly blue. Currently in a 2.5 gal tank @ 78 deg water temp. Tested water & parameters seemed normal:
NO2 - 0
NO3 - 0
pH - 7
KH - 0
GH - 0

The white patch on bottom fin & lumps on tail fin are not normal.
