i have heard people keeping bettas in jars but i was thinking if i got a few 3ft tanks and put deviders in them can i still have bettas in them without haveing a heater?

Only if your room temperature can keep the tank between 72F and 82F without any major short-time fluctuations.

that's true, we do it without heaters but our place is warm enough that we don't need them (pretty constant 78-80 water temp) ;)

Why would you not put a heater in a 3ft tank? I understand the problem with small tank/jars, but if you're going to have a 3ft tank you may as well heat it (don't risk your fishes health to save $15). But if the temperature of the room is constant and above 75 degrees, then I guess you wouldn't need one, BUT if it's not constant and not above 75, get the heater.

large bodies of water (large compared to a jar anyway) have a tendency to be around 7 degrees cooler than room temperature. So a jar will remain consistent but a tank will drop.

why not heat it?

as said a few posts up why not spend the extra $15 to save you fish and keep them healthier??
a 3 foot tank would be harder to keep at room temperature
