Do not cover the tank, it stops gas exchange which is a critical factor to reefs. The best temporary solution for making sure no fish/snails get out, buy some eggcrate from Home Depot or Lowes (or any home improvement warehouse/store) and cover your tank.

60lbs of liverock and a couple powerheads for biological filtration. sump with a skimmer in it. think about doing a refug in the sump, its just another compartment after the skimmer.

put the powerhead on a timer running for like 4 hours a day to switch up the current a bit. that would be cool and not wasting a powerhead.

hey, take out those bioballs and replace it with liverock. it will be much better filtration and easier manteince, the bioballs can become nitrate factories. just ask you fish store for liverock rubble, if they have any just order some cheapo liverock off line and put it in where the bioballs...

I would be highly hesitant to using wild sand, The reason is because its a big question mark. You don't want to invest money into equipment, liverock, and corals/fish to learn the reason your tank bombed out is cuz you used sand from your local beach you know.

no, i would not. if you live in new york there is probably a fair amount of polution in the sand/water from the water traffic. if you have a problem buying sand for your tank, your going to gasp when you hear about liverock...

probably just bubbles...sometimes your powerheads or pumps grab some air and shoot it in your tank, air gets trapped under liverock and they float up after a while :P
