I would add the bolivians first, let them settle in for about a week or 2, then add the corys, then the gourami and finally the Cardinals.

Seems good to me :) i would add the cardinals last though as they tend to be more sensitive, not as sensitive as neons though.

Also you could give a common plec a good home

IMO balas need a bigger tank than that, very very very very fast fish, very skittish and grow huge.

Dwarf gourami. Yes I monitored it for about a month and it was stable, no spikes at all. All of the other media was new, it was a brand new filter, brand new gravel, brand new everything.

Well it was empty at first of course, added the floss (a good handful), after it cycled I added a DG, 6 Danios.

Just to add to the actual discussion, when I first started my 20 gallon, my uncles gave me some floss, the tank was cycled with in 2 days.

Yes plants consume nitrate.

Well it all depends, I removed my breeding convicts from my tank, my oscar sulked for weeks, when I gave him a tankmate (firemouth) He perked up.

Who's shoving loads of cichlids in to one tank? Oscars can be with aggressive cichlid but like dempseys but not cichlids like umbee's and doviis. Remember its all up to the cichlids, if they dont like a tankmates, they'll get rid of it.

If the floss carries no bacteria, how come it seems to help everyone?

Keep you fish food tub away from the tank opening, quite a few times i've nearly knocked the whole thing in.
