How big is the pond and the fish? Sounds like oxygen starvation perhaps - where do you live- is it hot weather at the moment? Get a filter+ pump or even fountain ASAP if you do not have one already.

How about spikes around the edge of the pond (similar to those used to stop pigeons landing). Or if that isn't attractive a simple /\/\/\/\ rocks used around the edge and cemented in place would stop the cats from getting into a comfortable position to strike at your fish.
