Do you know what type of plant? Most steam plants can be easly propogate. Many stem plants send small roots along the stem which are actualy trying to reach the gravel/sand. Best to use a razor and make a clean cut just below the leave stem. Alot of plants once cliped/cut back will split off...

Have you tried hatching brine shrimp eggs? This can be pretty easy and a great source of food for baby fish which sounds like what you are trying to do. You can buy a tube of baby brine shrimp eggs at most LFS. All you need to do is rig you up a hatchery which I will also better explain...

sounds like ick, Is it small white dots? like salt sorta? If so I would try using some Maracide. Or if not avail try Quick Cure. If poss. raise your water temp a bit and treat with either of the above. Ick will live dormant in the tank even after signs are gone so even if it appears to be gone...
