Why Are My Fish Skimming The Top Of The Tank?

I've noticed something about three fish today.

One neon tetra, a pladdy, and a black Molly keep skimming the surface. I can't tell if they're going after air. It's almost like they're meeting their reflection, or something.

Another tetra, dwarf frog, and betta fish aren't demonstrating this behavior.

Why?
 
Is your tank fully cycled? If so, what are your water stats?

Does your filter create an agitation of the surface or do you have anything adding air to the tank?
 
Sounds very much like classic nitrite poisoning symptoms, gasping at the water surface, this toxin messes up fish's ability to get oxygen to their body.

Massive ~95% water change ASAP, perhaps put ~20ml of this current water to one side to test after the emergency water change.
 
Yep sounds like you have a problem. The neons normally hang out in mid-level of the aquarium, not sure about the other fish though. Did you manage to get the problem under control or is it still on going? Good quality water changes using a water conditioner like Seachem Prime for example, every 1 - 2 days depending on your water parameters would be the best way to proceed.

I had the same problem and really realized it when the tetras started skimming the surface. I didn't have enough agitation with my filter (turned out to be sucky) so I added a bubble stone and it fixed the issue.
