I like to use a filter that is "dirty" and has not been cleaned in about 3-4 weeks in my new tanks, helps get the tank cycled quickly. Assuming you are not keeping the 15g (sounds like you are not) I would use the substrate and decorations from the 15g in the new 25g to also help cycle the tank quickly. I have managed to almost avoid the water quality probelms that come with a new tank using these "tricks"

agree with fishaddict here but to be sure, are you getting rid of the 15 for now or are you gonna keep both tanks running?

Will keep the 15g but not up and running, just in case i need it for emergencys. Then once i move house i may start it up again. So its best to use the gravel and all the decorations in the new tank. Should i run the old filter and the new one at the same time to get the new one bacterialised? What about the fish can they go straight into the new one?

If you put all the of the old substrate into the new tank, you'll do fine.
The fish can be introdouced as soon as you have everything ready for them. But it is usually necessary to cut their foodportions into half and keep an eye on the nitrate levels for a while.

I'd run both filters for a while at the same time. And by a while I mean at least a month if you can
