Possible Fin Rot

Hi there everyone. Just a Quick ? 1 of my fantails has all of a suddden got, how do i describe this, like a scab on 1 of its tails.

It is white on the outside and red in the middle. Is this fin rot, i have never came across it b4 so any help would be great. Thanx

It sounds more like an external bacterial infection on the fin rather than finrot (which tends to eat away at the fins making them disintegrate and appear ragged etc).
