He does not have fin rot, he is aggressively biting his fins which indicates stress. I would stop all medication and salt and just use indian almond leaf, I would make the water quite dark with tannins. I'd also focus on keeping the water pristine. Give him as many plants as you can to give him lots of places to hide.
