The plants will certainly help but just remember to test every day and if you get the slightest reading of ammonia or nitrite do a big water change

Assuming all of this goes well and your two tanks are rescued and the creatures within thriving, (meaning more tanks to build up the shoals of the fish that shouldn't be there in low numbers), you'll be wanting more tanks.

Personally I'd remove as much of the rock wool as I could as it's very nutrient rich and you want the plant to take what it needs from your tank

It is, but it's also a useful cushion if weights are used and that small amount should promote some fairly rapid root growth.

Read this as a starting point to really begin to learn about your fish.

At this point, it doesn't matter. Just let the plants dangle free in the water.
Don't be tempted to use rocks or ornaments to hold them down...that'll crush the stems, which will then rot.
