How about African Dwarf Frogs?  I know, not a fish, but a fairly popular nano inhabitant.

Pygmy cories are good bottom feeders for smaller tanks, reaching about one inch. About ten gallons is recommended but i have kept them in smaller tanks, like the 6g fluval edge, and they have thrived. They really are teeny!

Added Pygmy Cory, left Mosquitofish off since everywhere I said says 10gal minimum, if anyone has kept these successfully in smaller tanks I'll be happy to add them on but until then, they're gonna stay off.

I have actually kept them in a small 6 gallon tank because they are quite common here...

How about shell dweller cichlids for the 7 gallon? I have tried it in the past and it worked quite well! Only 3 specimens though... 1 male and 2 females... I sold any offspring they had...

I have the recommendation of 1 male guppy in a 3g tank. I would then remove a betta from the 3g, and put it in the 5g area. (Some people say three is fine, but I believe at least 5) You may want to also put the recommended temperatures, for example, cold water or warm water since people getting a nano tank may be less likely to get a heater.

I'm not going to move the Betta Species from the 3gal section, because they're basically the only choice for a tank that small, plus people have had success keeping them in a one gallon tank, not saying that's a good thing, but a 3gal is 3 times that so yeah.
