I have a 17 gallon hex tank.

Can I keep a group of 4 or 5 of these shelldwellers in there?

And a couple of rainbow fish and something that will hang at the top?

Whats the length and width of the tank? Shelldwellers need a lot of room on the bottom and in most cases a 10 gallon can only house a pair.
 
I think you could keep the shelldwellers but your tank is too small for rainbowfish
 
A monogomous pair of Caudo's can squeeze into that tank. Just keep in mind that while they will often use larger shells for spawning they aren't shell dwellers. They'll also use rocks or other caves, and providing a couple of caves is a good idea.
 
The tank has a diameter of 40cms so it's higher than wider.

After speaking to the lfs I have decided in multis because they need less space and can live together happily as opposed to a pair.

The lfs recommended Danios as a campion because the live at the top of the tank.

Shelldwellers need a tank that is wide since they live on the bottom. You could try maybe a trio (1 m 2 f) of multies and see how it goes but, keep in mind you might have to return one female if aggression gets to high.
