Rand, Resale value of tanks is terrible - look for a used one and you should be able to get one and still have half your money left.

I live in PA, I dont want a used tank, dont ask it is a parranyea (sp?) of mine. What I need to know, is what, where, and how much, will what I need be. I would be more than happy to order online too.

If you don't want used, $200 is a tight budget for a 40g, IMO.

I recently purchased a 40g breeder (36"x18"x16") at my LFS for ~$80.
Add to that... and these are rough, rough guesses...
Filter (HOB): $30
Light Fixture: $50
200w heater: $20

Add to that all the "optional" stuff... substrate, decorations, timer, and any other equipment you need (a python would help!)... and you're well over $200.

And that doesn't include any fish.

I know you said you dont want a used tank but you might want to rethink it. I got a 55 gal, 20 gal long, and a 10 with lights and stand all for free from freecycle.org. They came with gravel, plants and filters too but those I got rid of, as long as you wash the tanks out really well they are like brand new
