The problem with small tanks is that they are harder to heat and even harder to keep clean. You would have to find a way to heat the tank if the ambient temps weren't in the 76-82 temp zone. Then you would have to do 100% water changes every 2-3 days. With a bigger tank like a 2.5 gallon you could do 100% water change once a week and there are commercial mini-heaters that would work perfectly for that.
If you don't mind doing water changes every 2-3 days and can keep your betta warm then I say go ahead and buy the 1 gallon. Otherwise go with 2.5 gal or higher.
