How Do You Make Pics For Your Signature?

I can't figure out how to make them. The pictures where people have their pets or fish in their signature. Sometimes there are a couple pictures combined to make one, And others have a name on the picture. How do you do this? I'm guessing you use a program for editing pictures, right?

right photoshop or paint works. One more so than the other ofcourse =) I made mine with paint but it's pretty basic.
