Help!

I'm not sure if this is normal but my two largest angels constintly grap hold of eachothers mouths and shake violently.. i thought it was cute at first until the started to shake really hard, and i noticed some damage to there mouths- also the smaller of the two, who is in better shape concerning fins is a real bad nipper, but only picks on my largest angel. i'm wondering if this is some kind of pre-spawning behavior (the mouth-lock) for the female to challenge the male or just a fight for territory.

help me out here thanks
 
for now i've separated them , putting the smaller, but more agressive one in my hostpital tank but stilll need suggestions on what to do in the long run

by the wat the smaller is about 3 inches without tailfin and the larger, veitail is about 3.5 without tailfin
 
dont all jump in at once here..
the water in my hostpital was too cold and i made the stupid mistake of butting my angel in it, i moved him back to the big tank..but they're are fighting again
