Heating Mats

I see on AE they have the Hydor heating mat there and it says that it can be used for small tanks.

It just so happens that I am going to buy a small tank in the not so distant future and am exploring this or substrate cable as a heating method rather than equipment in the tank etc.

Can I use it under a 35Ltr aquarium?
Can I just plug the unit ito the wall or does it need the controller for it to work.
if I can plug it directly into the wall how do I set the temperature on it.

Has anyone used these mats? What about cables? Any opinions welcome

What about reptile heating pads under the outside of the tank?
These are marketed for nano tanks here in the USA, seems appropriate method to heat smaller tanks.

side note is the cables dont work very well.... plus dont add the boost they claim to plant growth.
 
Yes the reptile mat is the one I am on about.

I'm not worrying about the heating cables working in relation to plants, just using it to heat the water

With both I am asking if they need a controller or if you can independently set the temperature without one.
