Heating A 660L Tank

Im considering buying a used 660l tank but it has not got any heating! Would you use 2x300W or a different way? It also has no lighting what do you think of led spotlights?

What is the filtration going to be?

If it is 2 externals, I would probably buy 2 external heaters the plug into the filtration (such as the hydor heaters.
That would cost more money, but the tank would have less equipment in.
