I think the interest level and the model for formation of UKAPS is there.
We used a simpler is better method in our local plant clubs.
No membership dues.
Funds are raised via on line plant sales(done when funds are needed).
A web site forum mailing list is required and that is generally the only cost, often a member can maintain and or host that.
One member sets up a saving account for the treasury.
Little $ means little worry and bickering about how it's spent
1.Free Plant swaps, these may be done locally, or on line/RAOK's etc amongst members.
2.Fert group buys: this reduces cost, how many need 25kg of KNO3? Cost very little and you can share or trade of sell for $ for the club.
3.Local issues such as tap water, plant availability, where to get the cheapest CO2, lighting etc.
4. Open houses where you display your scapes to the group.
This is easy to maintain and likely can be done in the UK to help foster aquatic plant tanks and promotion of the hobby.
I'm from the other side of the pond, but I believe this model would lend well for your needs.
