I would have said hereditary weakness due to inbreeding and poor mass-production practices.  I'm not sure though.

I don't actually know, is it possibly due to fact neons are not particularly hardy and coming from hard waters makes them prone to a whole host of diseases basically down to stress.

Not a particularly easy question to answer!
