First tank set up / water gone really merky

Just a quick question will this clear and is it because of the sand at the bottom ? This is my first time setting up, I've done a lot of research and spoke to some one in a local aquirem shop, added all of my de chlorine and extra stuff to help get the tank started, won't be adding fish for a few weeks and my tempriture is set to 25, here's a picture, upon recearching I'm told it will clear after a few days but can some one please confirm this for me please ?
Is it best to have the filter on as it just seems to be making it worse or should I turn it off till it settles a bit ? Thanks in advance

I would do a complete water change. Don't worry about dechlorinator, you have no fish in the tank. [What is the "extra stuff" you added?] Drain it completely, and then refill carefully. Use a bowl or similar container sitting on the sand and run the fresh water slowly into the bowl so it gently overflows. This will avoid stirring up the sand. Some of this haze may be sand, if you didn't rinse it sufficiently. There is also a bacterial bloom likely, in new tanks this is common. Keep the filter running. If you don't have live plants, you can leave the light off.

It's starting to clear now, it's not a brand new tank it's second hand, I've cleaned it our before starting incase the previous owner had any diseases or any thing in the tank ( you never know ) the other stuff I added is bio starter, stress coat + and quick start, it's starting to clear quite well now, but if it hasn't cleared any more by morning I'll follow your advice, thanks for your comment, this is my first set up so any advice is apprichiated, thanks buddy
 
Are you doing a fishless cycle? You should read the "Cycling a Tank" article in the "How To Tips" in the blue ribbon at the top of the page if not. Just leaving the water in the tank without an ammonia source to get a bacteria colony to grow won't make it safe for fish.

That looks like you stirred up the substrate pretty bad when filling. Put a plate down when you fill from empty. I would leave the filter off at first to see if that finishes settling, but you must have the filter on to cycle your tank. If it doesn't clear soon, do a full drain and refill along with the dechlor and BB seed again.

Once it's good and going for a few days you'll notice a light cloudiness. This is normal and is part of a bacterial bloom that's occurring and helping to seed your filters with BB. It will clear on its own, but you can continue with smaller water changes when that happens to.

Your cycle will probably be complete or nearly complete when the bacterial bloom clears in its own and the water turns crystal clear.
 
Thanks for your replies, water did go cloudy as you said (was cycling) but today as of now the water is crystal clear :)

Yes I am in the process of doing a fishless cycle, spoke to some one in my local aqua shop and he's advised me to add 5 fish tomorrow, not sure on what they are called as I'm very new to this, but I am told by him they have a 90% chance of SURVIVAL in a new tank and will help get my tank started bacteria levels ect, he said to wait 2 weeks then add some more fish which is what I entend to do
