Does it matter what type of paint I use on the OUTSIDE of an aquarium?

yes, that enamel paint will work fine on glass. If you ever wanted to remove it, it would be harder to remove than latex paint.

Be sure to clean glass thoroughly with isopropyl alcohol before applying paint.
