Beat Way To Trear Fin Rot?

Hi! I'm new to fish; got suckered into one by LPS. Any way, my daughter''s Betta has fin rot. I keep getting mixed info on the best way to treat him. Right now I have him in a 2.5 gallon and am doing daily water changes but Im not sure how much I should be doing? 75% or 100%? do I take the fish out of the old water, rinse the tank with hot water and then replace the water and put him back in? Should I be using antibiotics? I also bought a new 5 gallon tank to cycle while he is getting better. Im hoping that having a properly cycled tank to return him too will help prevent any future illnesses.

100% can be good, just make sure that the filter is not being immersed into chlorinated water at any point so the bacteria in there is not killed! Not sure about meds, hopefully someone else can advise on that.
