baby betta, velvet or iridescent?

Hi, I went to Petco (for dogfood) and ended up coming home with a baby betta fish. He has clamped fins and he is very light. Almost opal-like changing from white to green to blue. He is very active curious and is a good eater. I can't tell if the sheen on him is his natural iridescence or velvet. Hoping that the clamped fins are just a sign of stress and will go away after putting him in a larger warmer home with hiding places. How would one treat a baby betta if it did have velvet?

first off,
how big is your tank if you have one? (should be no smaller than 5 gallons)
What's your water parameters?

I literally just got him. The vessel in the pic is what he is being kept in at the moment and I am in the process of setting up a temp tank for him. His condition has everything to do with the care he received before I purchased him today. I've only ever had dark bettas so I don't know if its normal for bettas to be iridescent like this. I don't want to mistake a natural trait for an illness. I plan to keep him in a filtered heated 6.5 gallon tank until he is big enough to be transferred to a divided 40 gallon tank. I just want to be sure he is healthy before doing that. But I know baby betta are fragile so he will be in a heated unfiltered 3 gallon planted tank with frequent water changes until he is larger.
 
its very normal for bettas to look like that, its the most common actually...

I used to have an entirely white iridescent veil tail betta so the colors should be fine. Here is a picture.

If the fish looks a sort of lifeless pale/the darker colors along his body are more muted is when you should be concerned. Are you sure that betta is male? Looks like a female to me, but I've never seen young betta in person before.
