No, there are some other "old salts" who have always done this. They claim that the chlorine gasses off as they pour it in (or it goes rapidly), and the chloramine bond can be broken by the filter bacteria themselves and then the chlorine gasses off, so it is unnecessary. (That is what they claim, not what I am proposing.) Personally, I use dechlorinator, because I always have and using Prime or Stress Coat helps with the ammonia that I add every time I water change, just because it doesn't seem like a smart thing to chance. Its fairly cheap and doesn't take much effort.
Like I said, Akasha, you could just dose it twice during the process of refilling to no ill effects. While I understand your concerns, they are actually easy to work around and would save you a lot of pain. (Just something to think about. )
