Angel Has Redness

Over the past say 6-8 months, i spotted a red streak across the bass of my smokey angels back where his fin is.
i never really thought much of it, he is healthy, swims fine, isnt being bullied by any other fish etc and eats well but i just happened to type in fish disease diagnosis just to see if there were any useful sites and the first site i came across had as a first question "my fish has redness at the base of his fin" and they say its a form of bacterial septecemia (sp?)

Should i be worried, there is no sign of illness or any changes in his behaviour so i never thought much of it

its just looks like a little rash around the base of his fin but its never got larger or has spread
I occasionally put in aquarium salts and a lotion called Primafix when i see problems or once every few months just incase there is anything lurking, not a regular thing but its never changed

As you can see at the base, the redness is pretty noticable but i have just noticed a red spot appearing at the base of his tail fin which i have never seen before, looks like its just appeared. you can just see the slight redness at the tail area He is still his zippy little self, still no change.
The redness looks pretty raw though :(
 
I had to net him to get a better closeup but you can see how red it is despite it being a bad pic
