I have pretty good filteration (fluval u2 I do believe) I plan to have it heavily planted but unfortunately plants die a lot with me so I sense this may not be a permanent arrangement haha. I appreciate the suggestion dude, any suggestions in terms of tetras? don't be afraid to make it a long list :)

Oh also shrimp are kind of a must but they don't exactly have a massive physical or chemical precense so they wont be much of a problem
 
Ok so I am stocking it for 17 gallon (because I'm pretty sure it is and if not I got pretty good filteration and it is only 2 extra gallons) I've been thinking of 6 X-ray tetras and 1 dwarf gourami. I would quite like some sort of catfish (either a pleco or some other sort of glass sucker or corydoras) but I dislike pygmy corydoras, any suggestions?

THe rule is technically an inch per gallon of adult fish regarding fish under three inches. You dont want 12 inch oscar in 15g tank..

If the fish you are planing to keep are under two inches, you can somewhat safely follow the inch per galloon rule.
 
X ray tetras are cool but kinda nippy. Personally, glowlight tetras are my fav. Very hardy, stay small, inexpensive, have nice color. I had a school of 8 and they looked awesome. You could also keep a smiling acara in there too. Eres how i would stock it

6 glow light tetras
1 smiling acara
3 ottocinclus
6 marbled hatchet fish.

Yeah I was thinking glowlights but I've always liked X-ray tetras and seeing as they are pretty much the same size and I don't plan to have any long finned fish currently I'm swaying more towards X-rays. My LFS isn't exactly good enough to have smiling acara's and I don't think my water is good enough for ottos or hatchet fish, thanks for the suggestion anyway though.

6 X-ray or glowlight tetras
2 dwarf gouramis
2 pitbull plecos
4 amano shrimp
anything I could add to that?
 
I have heard that, but aren't they also quite sensitive as well? if so I don't think I could keep them, my tapwater's PH is ungodly and also, if I'm honest, I am really not good at remembering weekly water changes
 
2 pitbull plecos is a fair bit still for a tank of that size - they produce a lot of waste, so with only 1 then you could have a few more fish. I also have found them not to be massive algae eaters, and fairly shy, along with clown plecos. I'm not sure about bristle nose plecos as to size suitability, as they are allegedly good algae eaters. I can't speak from experience though as I've never kept them.
Ottos aren't necessarily sensitive, they just have a nasty habit of dying for no apparent reason! I have 2 in my 180L though and I'm looking at getting a few more as they do do a great job of algae cleaning.
With dwarf gouramis, watch out for aggression as the colourful ones are the males, and if they don't have space to figure out their own territories, you could end up with some aggression. The silver coloured ones are females, but I wouldn't recommend keeping a male and female together. They should only come together for breeding as otherwise the male will constantly hassle her. 2 females would be fine, but they're not as pretty...
X-rays may also be nippy to the gourami, depending on how gutsy he or she is :p
Some nice tetras include emperors, lemons, columbian, glow light and rummy nosed. Other nice shoalars include harlequin rasbora, danios, pencil fish and thread fin rainbowfish.
If you're not dead set on a tetra-type, there are some gorgeous guppies and endlers going round these days, as well as some really nice mollies with veil tails and sail fins. Bear in mind though that mollies do benefit from (but don't necessarily need) a bit of salt in the aquarium, and so it's an idea to check compatibility with other fish first.
If you're not hard set on a gourami for the main fish, then there are always peaceful cichlid types like apistogramma and badis (dario dario) which are beauties!
+1 for the amanos - I love watching mine go around picking up food with their little claws and feeding themselves. Great entertainment.
