Yes, that's what I meant. At least one of the pipe ends should be open to allow the air into the filter when opening, otherwise you'll just be trying to create a vacuum inside the filter. It's easier to drain the filter first, with the bottom hose pointing into a bucket or in the sink, before...

If it's the same as the 2217 with the quick release taps, once you've disconnected the quick release hoses and drained the filter, leave the outlet tap opened and the filter should be easy to open.

It may be just air trapped in the filter. I clean my Eheim 2217s every week and occassionally the flow is reduced after cleaning until I manage to get the air out of the filter.
