I don't think its necessarily important to know the species. Your bacterial culture consists of many more species than just the main AOB & NOB ones, it will be a complete eco-system. I also expect that there will be predator species in there too. The issue is more about keeping a balance...

Yes 50mg/l is the legal limit in the UK and your fish wont be bothered by it, nitrate has to be much higher to cause problems to fish, and as doresy said, the water change takes out more than just nitrate.

Are you sure that you have a 55 gallon tank and not a 55 litre? Because the 15w tubes are normally ~2ft which unless you have a deep cube shaped tank they wouldn't even begin to cover a 55g tank. The WPG is in my opinion pretty worthless anyway ... but as it goes it works only when comparing...
