I still can’t get a good view of it. If it’s coming out of the anus, it’s a prolapse. Is it stringy like a worm? If so, I would suspect internal parasites, round worms.
Can you give a more detailed description as well as the pictures?
Doesn't look like it's coming out of his anus, looks like it's on the side of his bottom fin , it's not stringy, it's just a big bubble, that's all tangled up in his fins. How do I fix this?

Ah, I see it! I would say it’s an injury from the filter. Do daily water changes of 70% for 10 days. Add 1 tablespoon of dissolved aquarium salt for every 5 gallons of water the first day. After that, add 3/4 tablespoon of dissolved aquarium salt for each 5 Gallons. Again, for 10 days. Let’s see how it looks then. The salt is an astringent that will keep the injury clean and bacteria out. If it worsens, let us know.
They can but again, they hang out of the anus.

his in a large tank with other fish, the salt wont effect the other fish will it? or should i get another tank to put him in to just treat him?
i went to the fish shop today an was told to take him to a vet clinic, but the prices were 5x the amount of what the betta cost was so expensive.
It depends what other fish are in the tank, some are more salt tolerant than others. What fish do you have in there and how big is the tank?
Getting a 5-10 gallon tank to use as a quarantine tank (and/or as his new home, away from other fish and too powerful filter) would be ideal. It's safer and easier to treat him and to medicate if it comes to that, if he's in a hospital tank rather than a larger community tank.

You can get a tub,
and then use air pump, airline, and cheap sponge filter as our resident Betta Angel @Deanasue recommended. Or just spring for a decent 5-10g tank as @AdoraBelle Dearheart suggested
I'll also add if you go the DIY route,
if the sponge filter bubbles too much tie a loose knot to adjust flow, but not enough to damage the pump. Also, some gravel or a well placed rock can help it stay secure.
You will most likely need and use this type of set up later. Money well spent.
