When should I recheck my PH ? What if it doesn’t fix the issue ?
 
Responding solely on the issue of the pH shift. Always provide us with the parameters for your source water, and the tank water if different. GH, KH and pH of the tap water on its own--remember to out-gas the CO2 before testing tap water for pH (not needed for other params, or for tank water pH).

This wasn't what I was getting at. When you test tap water for pH, you need to out-gas the CO2 in the water. Tap water can have a lot of dissolved CO2 in it, and CO2 produces carbonic acid which lowers the pH. Out-gassing the CO2 removes this CO2 from the water, so the resulting pH test number will be closer to the actual pH.

To out-gas CO2 from tap water, let a glass of fresh tap water sit 24 hours before testing. CO2 dissolved in the water will naturally dissipate out from the water.

You need to tell us the GH (general hardness), KH (carbontate hardness or Alkalinity) and pH of your tap water on its own. This is the starting point for the water chemistry that will occur within an aquarium.
