Algae could be from a number of reasons. too much of one or not enough of another = imbalance..
over/ under lighting O2/Co2 vs whether your water spins left or right due to the side of the equator(this part is meaningless regardless) is meaningless without full understanding of situation.
Unwanted, nuisance Algae Is a product of an Imbalance. This will sometimes creep in with even the most scientific of setups.
Without detailed specifics on each and every setup in question the discussion has strayed horribly and will likely see no rational solution.
So, If you like the look of the bubbles, or just want to add a bit more O2 via surface breaking bubbles, then by all means it can do little if any harm.
If your interested in Co2, plant growth, or algae control visit the planted section, it holds a treasure chest of information on those subjects.
