Kestrel indeedIt looks a bit like a kestrel - since the UK and Netherlands are so close, I assume you have kestrels there as well?
In the UK, kestrels are easy to spot as they hover in one place when looking for food. (Actually they fly into the wind at the same speed as the wind)
