Yes. Just keep in mind that Red Tailed Black Sharks reach 15 cm long. May chase some of the other fish. If you have a tank big enough it should be fine.

Although usually they need a larger tank, the Angelfish should be ok in there. Platys are fine too. Sailfin Plecos get too big and produce a lot of waste so I'd be tempted to purchase a BN pleco or some Otos. RTBS need a lot of swimming space and your tank is quite small, so leave that out.
