Yes you can enter a tank without fish if you wish . But it must be a tank for freshwater fish and must have water in it.

The tank of the year contest is extremely difficult to vote for all of the tanks are beautiful.
It's hard to decide whether you vote for how it looks, how well it's planned out, how well someone keeps track of water changes and parameters, whether or not you like the stocking, etc...
Lots of things to consider and a hard choice to be sure...
