What’s wrong?!

I recently rescaped my tank two days ago and now that the fish are back in they just lay at the top of the tank. Here are the materials I used.
Driftwood: boiled and scrubbed before being put in
Silicone: Set for 24 hours before being put in
Super glue
Black sand: specifically aquatic sand from petsmart
Tile: ceramic tile throughly washed before (floor kind of tile no glue on the bottom)
Live plants: quarantined before for about 3 days

The water is a bit cloudy which I’m assuming is a bacterial bloom from moving around the gravel and stirring up fish poop and bacteria. I added my bubbler in to raise oxygen in the water and double dosed prime to make sure ammonia and nitrites were under control and performed a small water change last night (about 1/4 of the water). I kept a good half of the water originally in the tank so that I didn’t start a new cycle and I didn’t rinse out the old gravel or filter. I’m wondering if it’s just a bloom that will pass and the fish will be okay or if something toxic might have leached? There isn’t any red gills or any concerning marks on my fish. They just lay listlessly at the top of the tank and the water is a tad cloudy. I would do a water test but they aren’t accurate directly after water changes.

Ammonia: 0-.25 (api master kit and this is consistent so not a change for this tank)
Nitrite: 0
Nitrate: 0

it’s very normal so I don’t get what’s going on

Looks like with 0 nitrates your tank is going through another cycle. Whether you did a water change or not you should still see nitrates in a cycled tank. So it is a safe bet you are seeing a bacterial bloom, really to me in the picture it doesn't look that bad. For now I would say, keep a good eye on everything and your fish to see if they show any signs of being in trouble. But it sounds like you are doing all you can for now.

I think lost cycle too, so monitor that super closely every day.

Plus, new change to the tank, fish may react and are not used to the new layout. So it may freak them out into behaving differently

How big is your tank? Looks great...like a path through the woods. You should enter it in one or our Tank of the Month contests. Next one starts on December 1st and will feature tanks sized at 16 US gallons and smaller. January will feature tanks sized at 17 to 30 US gallons.

Yeah it’s just weird every single one of my fish are huddled in the top corners of the tank in large groups of 5 and won’t go down to the bottom
