It's not a rule thats just a general guideline for beginners.Common sense is required when putting the inch per gallon into practise.

Not including the tail, and some fish like angels will be measured fisserently and need different tanks due to their stupid shape (and distinct lack of intelegence, mine swims around upside down happily lol)

As an addition to what i have already put would a amano shrimp be compatable???

Amano shrimp might get away with living in there, but it will depend very much on how heavily planted it is and if they can hide, as I'm pretty sure the Gouramis will see them as food, not good! lol They won't need any particular treatment, they keep themselves to themselves, but they are food to some fish and so it is probably too risky.
