/www.fishforums.net/content/Rarer-Li...s-And-Articles/you have to have certain permisions on a ibp board to post html code looking at the users post he/she is now a retired Mod so i gather thay can no longer post html code it all depends on the way things are setup (i am root admin on a non fishy forum running ipb)

Exactly right, the admin can set wether or not html is allowed and for who. The code wasnt written perfectly, I edited it a little and tried to post it however, it still shows up as raw coding as I dont have the permission. If a mod were to repost it (assuming html is allowed by current mods) using <html > tags, it should show up.

Fixed. It happened with one of the IPB software upgrades.
