What does velvet look like?

I got a betta (my first one) the other day. I think he may have velvet on him. around his head is a brownish purplish color, and the scales are hard to make out. I got him that way he was in a small cup with dirty blue water. I actually thought he was a different colour than he was when I got him home. The more I look at him,the more I am convinced he is ate up in velvet. And he has obviously had it long enough it doesn't bother him. I read another post asking about it and she described her betta as thrashing about and trying to scratch. Mine isn't doing any of that. In fact he started bubble nesting today. Here is a picture of his head. Sorry, I can't seemto get the picture any clearer than that. So if I am right and it is velvet, how do I treat it?

Also, another way to easily see it is to turn off the lights and shine a flashlight (downward) on the fish. It's very easy to see the "gold dust" that way.
