If it were me, I would put two or three angels in there, a school of neon or cardinal tetras and a pair of blue or Bolivian rams. They say that the angels will eat the tetras but mine are doing fine. I got the small tetras when the angels were juvies and now the tetras are big enough to not be eaten. An altum can get to 12 inches in height but I doubt a scalare would. Maybe 6 to 8 inches. I've heard that if you put a big enough school of tiger barbs they won't bother anybody but I wouldn't chance it, and I feel that guaramis can be mean.
My 75g has angels, blue rams, neon tetras, otos, and cories. Everyone just does their own thing. There's an occasional nip here and there during feeding time but that is about it.
Angels need about 10 to 20 gallons per fish but the smaller fish like the neons can share some of that space
